Personal settings won't load on startup

When I start the computer the systray icons won't load. But when I log off
and log back on they appear. I am the administrator and only user of this
computer. I haven't modified the registry and its a fresh install of XP Pro.
Any ideas?

the fixes didn't work. this seems like something basic that Microsoft should
have fixed in SP-1.
The only thing that Microsoft says is "we are aware of the problem"
