I am using Outlook 2003 on WindowsXP, have used it for the last

For accounts created before the September 27 policy change (that

WebDAV access by Outlook [Express] to freebie Hotmail accounts),
they
were supposedly to retain WebDAV access until around March 2005.
Well,
it's close so maybe Microsoft is cutting off WebDAV access now for
freebie Hotmail accounts. So your choices are to pay for
Hotmail's
premium service to regain WebDAV access or to degenerate into just
using
their webmail pages to access your freebie account.
I said "Outlook [Express]". The bracketed string is optional, so it
means Outlook or Outlook Express. Both those clients support HTTP
(WebDAV) accounts to Hotmail.
Did you try logging on using their webmail login page to ensure that
you
are indeed using the correct username and password, and that their
Hotmail service was actually reachable and responsive?
Try flushing the browser's temp file cache, and also delete files under
your %temp% directory (some might be inuse and cannot be deleted so just
delete those you can that are not inuse).
When you try to send, what is the exact error message that you get? Is
this a separate popup from the progress dialog window, or is it status
for the failure showing withing the progress dialog window?
You might also turn on the troubleshooting log (it gets put in
%temp%\opmlog.log) and check that you even start a session with the mail
server to see if it is the server that doesn't like the USER and PASS
getting sent to it by Outlook or if Outlook itself is bitching without
even trying to establish a mail session.
Have you tried disabling the e-mail scanning feature of your anti-virus
software?
Try deleting and redefining the HTTP (WebDAV) account for Hotmail. If
that doesn't work, try creating a new mail profile, define your Hotmail
account in there, and see if that works.
