What does FULL CONTROL in the permissions for a folder do
exactly? Is there a way to give a user read, write,
modify but not delete?

When you are in the permissions, full control means just that. If you check it it will check all functions. For control over
deleting, highlight the particular user/user group and click the Advanced button. This should provide you with the delete option.

The major difference between "change" and "full control" is that by giving a
user "full control", that user is free to change the permissions of the
files/directories.
