Permanently Expand folders

We have migrated from Office XP to Office 2003. We have a user that is
requesting the thumb tack that would allow a folder to always be expanded
whenever the user opens Outlook. How do I do this when the thumbtack is no
available?

You can't expand a folder, but you can expand a folder file so that it shows
the contained folders. For me, Outlook 2003 always remembers which folder
files I have expanded.
