permanently deleting email

I have found that when trying to permanently delete an email (holding down
the shift key and hitting delete) while the message is maximized that it puts
it in deleted folder. If I am reading the mail using the preview pane and
then hit the toolbar delete button while holding down the shift key it does
permanently delete it. A bug or am I doing something wrong?
 
For what version of Outlook?

Could you post your steps for deleting a mail while it's maximized?
SHIFT+DEL isn't a key combination then. CTRL+D is then the key combination
to delete (move to deleted items) the message.

No, it's not a bug - it's by design. When you delete something the way
you describe above it is permanently deleted and not stored in one of
MSFT's hidden folders/queues for the default 14 days (such as on
Exchange platforms).
