permanent temporary files

Why???........by makin it perm it will eventually eat up all of your HD
space
The way it stands now you assign a certain amt of space that it uses in a
permanent location when that space gets full it starts again....overwriting
the old stuff.Imagine how much you can accumulate in a week..a
month.........

My temp internet files automatically deleted during a power failure.
But i've a zipped copy of the temp internet files folder. But i'm
failing to recover my files by copying to the original location.
I want make cache permanent coz i've limited bandwidth.
