Permanent removal of hotbar

I have just started using a new machine at work which has a 'hotbar' installed on Outlook. Does anyone know how to permanently remove this? It keeps reappearing every time I start up and I really don't need it. Thanks.

It's spyware, so use anti-spyware products to remove it.
