Percentage Problem

This might sound silly but I am trying to find the percentage i.e % when the
amount of percentage is given

A1 contains an amount say 500
A2 contains an amount say US$ 14.05 (which
has to be multiplied by A1
A3 contains the percentage amount i.e US$ 65.13 (this is the
charges arrived for percentage - but what i want to know is how much
percentage is it)

I would appreciate if somebody could tell me how to calculate the percentage
from the percentage value
