"Per Sheet" options in Excel - Decimal Separator

I hope this is an easy one - I have 1 sheet that needs to use colons
(:) instead of periods (.) for the decimal separator. But if I change
it in the options, all my sheets are changed. Can I set options for
just 1 sheet?

this is (AFAIK) a windows setting (regional settings) and is applied
for all worksheets (and all other applications). So IMHO you can't do
this

Maybe you could use Find/Replace when the sheet is
completed.

That would kill the formulas for those numbers. I need to convert
time to a decimal ultimately. So 16.30 is converted to 16.50 with a
formula that I have. 12.15 would be 12.25. 8.45 would be 8.75 - You
get the point. If I set the cell to Time, then I can not compute any
formulas on those numbers. Everything else works, I would just like
for the Time to "look" correct without having to set it every time.
