OK, I attempted to insert a PDF file and FP did a bunch of
installing of a converter, when it was all done I got a
page of gibberish. How do I just attach it as a PDF file
so that a site visitor can download the file and view it
in PDF?

Just import the PDF into your current open FP web and then link to it. It
sound like you attempt to insert into your page, which is why FP tried to
convert it.
