You are probably talking about Outlook Express
In this case; Tools-> Options-> tab Security-> option Do not allow
attachments...

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.

In addition, you'll need a program to view the PDF file. Get the free
Adobe Reader from www.adobe.com
