PCI network cards without XP shell

I need to work in an XP environment where the graphical shell has been
stripped out. The downside is that I cannot find a PCI WiFi card that
will reliably work in it. Any ideas?

Not possible. Windows XP is a graphics based operating system.

Perhaps you should look at one of the Linux versions for your
purposes.
