I'm wondering if it's possible that your system experienced an
electrical spike/surge. If that is indeed the case troubleshooting
will be difficult. Any number of things could have taken a lethal
hit.
I doubt that it's the memory..... or the video card. If either of
those had failed you would have gotten appropriate beeps when booting.
Wait a second.... how did you replace the video card if you claim that
the system will not reboot? You didn't replace the video card with
the machine still running, did you? I suspect you didn't but I
thought I'd ask. If you shut the machine down and replaced the video
card (hopefully you unplugged the system and took appropriate
anti-static precautions) and the new card "did the same thing" then
your system must have rebooted in order to see the monitor.
I suggest that you supply a complete "timeline" of events step by
step.
Is your system using a UPS? ( Uninterrupted Power Supply ) If not
are you using a surge protector? I'm not a big fan of surge
protectors. I always recommend hooking up a UPS vs a surge protector.
For starters I would take take all the cards out except the video card
and of course the ram.
My last suggestion would be to look at the power supply. It may be
going south on you. Does the cpu fan come on when you turn the system
on? What do you see and/or hear when you try to boot up?

Any help with the following problem would be greatly appreciated:
My PC was running yesterday when I left the room for a few minutes.
When I
returned the screen was flickering wildly while the screen saver was
still
running. The computer would not respond to any input (keyboard,
mouse) and
to shut it down I had to pull the power plug. When the machine is
powered
on now there is no initial beep and the machine does not boot. With
the
problem with the monitor and the machine not beeping I suspected the
video
card (a 3d Blaster Banshee). I took out the Banshee and replaced it
with an
STB Velocity and the problems persist. Could this be memory? CPU?
Is
there anything else I can check?
