I created a new user account on vista not win mail. I had already deleted the
win mail files, and started over, that did not work. If it works on a new
Vista account, but not the old vista account how can it be the security
software, and why not have the same problem on my notebook, which has the
same security running?

Delete it, restart Windows Mail, then recreate that account.

Then look in your security progams' options and turn off Registry
protection. What anti-virus and anti-spyware are you using?
I used Safe Mode with networking!

Not Safe Mode at the top; Safe Mode with Networking farther down.
Still will not work in Safe Mode, is worse, can't even check email.

stays, but not password.

The passwords are stored in the Registry. One of your security
programs
is
probably blocking that. Boot into Safe Mode with Networking and enter
the
password
