Password Trouble with Email Account

I have recently made an email account using Outlook 2003. When I test the
account settings it says that i can send and recieve just fine, however when
i click send/recieve it sends fine and for recieving it asks for my password.
I then type in the password that I put under email account and nothing
happens. After a few seconds the password window comes up again. For some
reason it doesn't accept the password. I have tried changing the password but
that doesn't work either. Any help would be greatly appreciated.
 
If you don't receive a test message when you press Test Settings is isn't
working, no matter what it says. Make sure you do not set it to Use Secure
Server or SPA unless your ISP tells you that you must. Get the correct
settings for POP mail (not web mail)from your ISP. Also--Check your
Connection settings. If you use broadband, tell it to use your LAN connection.
