I've read the Microsoft knowledgebase article "How to create and use a
password reset disk for a computer that is not a domain member in Windows
XP". This article uses a diskette. Is there a way to do the same thing with
a CD?

Unfortunately, no. The problem is described in this excerpt from Woody's
Office Watch:
http://office-watch.com/winxp/archtemplate.asp?3-n19

"The working part of a Password Reset Disk isn't the disk itself, it's a
tiny file called userkey.psw. When you create a Password Reset Disk with the
Forgotten Password Wizard, what you really create is a 2 KB file called
userkey.psw. You can copy that file onto any storage medium you like. But
when the time comes to use the Password Reset Disk, you have to be able to
point the Forgotten Password Wizard to the disk that contains the file.
It's a question of whether the Wizard can write to any drive at all that
will hold userkey.psw, and on the flip side, whether the Wizard can see the
drive that contains userkey.psw."

You can probably find third party software that will do this.
