Actuallly, I have two questions, hopefully one will answer the other.

I'm using XP Small Business at home and need to password protect the system
restore feature. Actually, what I really want is to password protect the
whole Start Menu. I've looked, and I can't find a reference for either one.
My problem is I have a nosy roommate that really only needs internet
access....not access to everything on my computer.

If there's anything I can do, please let me know. Thank you in advance.

"XP Small Business" That is the Office suite if you mean Microsoft Office
Small Business Edition.
Windows XP is the operating system.

Use separate profiles.
Give your roommate his own profile and make sure it is a Limited account.
Only Administrators can use System Restore.
Be sure you also have a password on the Administrator account normally
accessed in Safe Mode:

I went ahead and followed the directions you provided, but it ties up my
whole computer and not only the start menu. So, I deleted OE and System
Restore, and am keeping my fingers crossed that my computer doesn't crash.
Thank you.
