password protecting a document

Is it possible to assign a password to a document you have scanned and sent
to a folder on the C: drive? This happens to be a newspaper article.

A better technique is to set the permissions appropriately.

Not directly, using built-in XP features.

You can put the document in a compressed folder and define a password
for the folder:
