Password protect WinXP Pro at startup ineffective

In an effort to promote secure computer practices in the office, I assigned a
password to each computer. When Windows starts up, the user has to enter a
password for access. Each computer only has 1 user. But I found out that
starting the computer in 'Safe' mode eliminates the need for a password. How
do I install a password that will work regardless of regular or safe mode?

Password protect the built in administrator accounts... and don't forget
the password(s)!

Use Windows XP Pro.
 
But the Administrator password may still be blank.
That in itself is not reason to move to Pro.

Agreed, but I thought (and I may be wrong here) that you
can always muscle into the Administrator account in WinXP
Home safe mode, regardless of any password. True or false?

False. If there's a password set, it'll have to be entered.

The built-in Administrator account isn't intended to be used for
day-to-day normal use. The standard security practice is to set a
strong password on it and use it only to create another account for
regular use, reserving the Administrator account as a "back door" in
case something corrupts your regular account(s).
