password expiration reminder not appearing?

I have a windows 2000 network, servers running last service pack, and have
everything from windows 95, NT 4, Windows 98, 2000, and XP Pro as clients.

Some of my users are claiming that they never receive a warning that their
passwords are going to expire. In the past what I have noticed is that
these users never shutdown or log off their PCs, so they can never receive
the warning.

The users I have spoken to recently claim they shutdown or log off every
day, or at least every other day. Is there anything that would keep some
users from getting the reminder while most do get the reminder?

What does it say when you do:

Start-->Programs-->Administrative Tools-->Local Security Policy
Local Policies-->Security Options-->
"Prompt user to change password before expirition" line?
