Password Expiration Policy

Does anyone know where you could look on a hard drive
with WinXP (that won't boot - only access files as a
slave) to determine if its O/S had a password expiration
policy (i.e. rename password every 30 days)?

Is it in the registry?

One cannot poke around in the reqistry without logging on to Windows.
Windows XP encrypts all passwords so they cannot be viewed.
