Hi Barb,
It sounds like one of Windows XP's core security services was unavailable
at the time you attempted to log in. This can happen if such a service
depends on another service or driver that is unavailable at the time. When
a security service is unable to perform an authenticating task Windows will
default to "fail secure" - which is a better alternative than granting
unauthorized access when the service cannot perform necessary
authentication.
I'm glad that the power off and restart cleared up the problem. If the
problem reoccurs and you want to troubleshoot this you could check in the
System Event Log and Security Event Logs for a service that failed to load
or could not perform a required function.
