passive shutdown/connection control

I am currently getting an error on a shared database when
multiple users try to open it. The first user can open
it without issue, but the second user gets a message
stating "The database has been placed in a state by
user 'Admin' on machine [computername] that prevents it
from being opened or locked.", and has buttons 'OK'
and 'Help'. Opening the 'Help' brings up a window
stating "Error 3734 This error occurs when the new
passive shutdown/connection control is being used. This
error message indicated that a user set the database in a
mode that will prevent other users from opening it."
This database is being used in Access 2002. Any
suggestions? Microsoft's knowledgebase has not given me
any insight.
 
Is the db split into a front-end/back-end structure? Does each user have a
seperate copy of the front-end? More information please!
