Passing Program Arguments with Visual Studio .NET 2003

With previous releases, using Alt-F7 allowed to set up the program arguments
before starting the program to debug.

How do you do that with Visual Studio .NET 2003?
 
Project Properties -> Configuration Properties -> Debugging -> Command Line
Arguments
