I have my restore on a parttition of my hard drive. Is it possible to move
that 4gb data to another backup media and regain the full hard drive??
If so, how : Is it possible to increase the size of the part. and use it for
a complete system back up?

More information needed. Is this the factory restore partition, or one you
created?
You will need third party partitioning software to change the partitions
without losing data on your hard drive.
If this is the factory restore partition, you will need to consult the
manufacturer to find out if it can be moved to another location.
If it is one you created, consult the manual of the application you created
the restore with.

Laptop or desktop?
You will need a $50 partitioning program to add the 4 GB to C.
For $100, to can buy a new hard drive.
For a little more money, you can buy an external drive.
I would spend the money on a new drive.

Nah, you can download and use BING from www.bootitng.com for free

....and still have to worry about preserving that "special" partition,
which may not work from the different HD, plus move everything over
between HDs, which is going to be difficult on a laptop as those are
too lame to connect two HDs t the same time.

Whether it's a laptop or a desktop (especially if it's a desktop), and
brand that fobs you off with a "recovery partition" instead of a
fully-controllable OS installation CD is one to be avoided.
