Check the cables to make sure they are seated properly and also check them for any
damage that may cause data transfer issues.
Was an OS installed on it?
If yes, check the boot.ini first to make sure it's not been changed in some way.
If no, check the boot order in the BIOS to make sure it's listed as a device in which
to boot from.
If both of the above appear in order, boot to the Recovery Console and run the DIR
command to see if the files are present.
Run a third party app such as the BootIt NG partition utility from a floppy to see
if the file system is intact.
If you can not get it to boot yet you can get at the files, backup any important
data/files and then run Diagnostics on it to check its integrity.
