partition with WinMe - help

On my second hard drive I make a partition with FAT32 but I cannot install
WinMe. Another partition on the same drive is with NTFS
plases help

3) At the A: prompt type X:\Win98\Setup.exe (for Win98) or X:\Win9x\Setup.exe
(for Win Me) where X: is your CD-ROM drive.
4) Proceed with the install. When prompted for the install location, you'll see
C:\Windows.000.
so what to do when doesn't want to prompt for the install location, doesn't
want to start installation.
