Parameter feeding

How do you set parameters to start a program by? I refer to the type of
parameters often available to use when starting a program via the command
line. Something like PROGRAM.EXE /Q /F, or the like. I checked both
program icons and shortcut icons and found no parameter line.

Start the program from a shortcut, and include the parameters at the end of
the "Target" line.
