Panicware pop-up stopper--A big Nuisance!

Would someone tell me how to get rid of it? I have tried
going to add/remove programs and it tells me "Could not
open INSTALL.LOG file
I also did a search in files and folders and found it on
the start menu, which I havent figured out how to edit my
start menu yet...
This panic where puts pop-ups on my desktop and I have to
reboot to get rid of them then thet cone back.
