My hard drive is partitoned to a C and D. Should I create paging files on

No -- only do this if you have 2 physical disks
With 2 partitions the HD heads would have to move between the 2 partitions
repeatedly

C=16GB with 5GB used D = 58.5GB with 1.4 used

yes, definitely keep it on C: - that is where your HD head will likely be
spending most of its time
