Paging file won't set

xp home service pack1 keeps warning me that my virtual
memory is low. when i go to check in the system settings,
it tells me there was a problem with my paging file (may
be too small or isn't one) so it creates one. when i try
to set the file size, system managed or custom. i set it
to 381 and 600 to be sure (on a 256mb ram P4) and then re-
start, it still says currently allocated 0, even though
the values are still set in the appropriate boxes and the
drive labeled in the list has these values there. This
stops me playing any game, even a tiger woods DEMO!
any help would be appreciated either e-mail me or reply
