Pages in document with different page sizes

I have a word document composed of intermingled 8.5x11 and 11x17 pages. In
the print preview the documents appear correct. When I send them to the
printer all 11x17 pages need to be rotated 180degrees to match up with the
8.5x11 pages. How can I stop this from happening?

I am printing using Word 2003. I have tried several different printers, HP
5100, Canon iR5020 using the standard printer Post Script drivers. I have
tried connecting via a print server and directly.
