i am using office 2003 and anytime i insert a border and i preview it always
gives a different shape by cutting part of the border from the bottom but
after printing there is a big space left untouched at the bottom but still
the border is cut

most likely explanation: your printer is an Inkjet printer and not
capable of printing as near to the bottom border as needed to print the
whole border.
