Packet Sniff not working

Hi All,

I used raw socket to sniff packet data. Now it can sniff only incoming
packet, not outgoing data anymore.
I don't know if it's due to the installation of XP SP2, firewall or other
Framework update.

Does anyone know what the reason is?

It would help if we could see some code
 
Thanks James,

I think the code is all right. It still works fine if sniffing packet among
the local LAN (in and out).
But outgoing data to internet can no longer be intercepted.

All was fine when I used a cable modem, now a ADSL modem in China and using
Chinese ISP. Only incoming data from internet can be sniffed.
XP SP2 and its firewall were installed too.
