Package management and system queries on windowsxp

Coming from a unix/linux background, I'm used to having some kind of
tools available that can tell me exactly what files are installed or
on the OS and what package they came from or belong to.

Something along the line of RPM on redhat linux an several other
varieties.

Does something on a windowsxp pro keep a data base of all that gets
installed as, over time we install uninstall etc. Something that can
be queried for specific information.

For example, I see a *.dll in %system% directory that I think may be
causing problems.... How can I determine where it came from and what
it does when it runs?

Assuming it was installed and not planted by malicious intent then is
there some facet of windows that will contain that information?
 
The file properties or msinfo32.exe may provide the detail you're after.
