Overriding Group Policy Settings

In my Domain Group Policy I have the Screen Saver and Background Tab
Disabled under the User Configuration. Is there anyway for an administrator
to override/bypass those settings at the workstation.
 
There are any number of ways to make that happen, here's how -I'd- do it:

1. Remove the settings that you don't want applied to administrators from
the Default Domain Policy.

2. Create a separate GPO that enforces those items, and link it to your
domain/site/OU, as appropriate. (Having multiple GPOs allows for better
granularity of control in situations like this.)

3. -Deny- the "Apply Group Policy" permission to the Domain Admins group
for the separate GPO that you created in Step 2.
 
I'm sorry........I wasn't totally clear when I asked the initial question.
What I want to be able to do is have an administrator make changes in the
screen saver or background tabs within the display properties for an
individual user. It looks like if I follow your procedure, the admins would
be able to make changes when they logged on to a workstation, but those
settings would not transfer over to any other user that logs into that
workstation.
