Over Processing

I dont know why, but in every game that I play, my computer will speed up its
game play significantly. This becomes extreamly evident when I am playing
games that arent demanding on my system. For example, any Half-Life game
will run at the top Frames Per Second level, but I will be moving 3 - 4 times
faster than I should be. Its almost as if my computer is ignoreing the games
instructions and just processing and rendering it as fast it possibly can,
which makes everything in the game move much faster than the game intends to
a point where I can no longer control my player.

Sounds like improper configuration. Start by reinstalling one of the
games in question with the PC set to normal operation. (no overclocking,
power saving in effect)

I wasent overclocking due to high temps in my dorm room... not even
watercooling can change 87 degrees.

I reset all my bios back to normal and reinstalled Need for Speed
Underground 2, and I am still having the same hurrying problems.

Have you checked for an updated driver for your video card? Mouse?
I have seen both cause problems with games.

Ugh, I always forget to include I updated my Video drivers. I'll check the
mouseo nes, but I dont see how it would effect game preformance like that.

Some people think my CPU Timings are off or something. Anybody have more
info on how I can check on those? Unless its just going into my BIO's and
changing the multiplyer and such because I know how to do that.
