error, Outlook MVP Millie Staples writes:

Did you attempt to uninstall a McAfee product or recently attempt to install
an update (one of the recent ones has been causing problems in OE and IE)?
Do you have VirusScan configured to scan incoming/outgoing mail?
outscan.dll isn't a Windows file, Bruce. It *may* be a McAfee file but I
get no hits on it when searching any McAfee-related site or Google.
I'd rule out hijackware:

These days most of us are recommending HijackThis: Post your files to the
forum mentioned on the above page. Some of these bad guys have started
blocking users access to AdAware's and other's pages! (More at
