Can you send out a request for a receipt to non-outlook
email addresses such as to Yahoo accounts. I tried it
and it didn't work but was hoping for a way to do it.

It depends on the client the recipient is using. Most email clients will
honor receipt requests, but there's no guarantee. Moreover, the recipient
has to allow receipt request replies. I always set my clients to ignore
receipt requests. It's no one's business but my own whether or not I open
my Email.
