If it's merely a UI question of how to display the Folder List with Outlook 2003, the Folder List is now available under the 'Go' menu

They are most likely stored in your personal folder. Do a search on the local system for any *.pst files. If they are found, note the path of where they are located (will need this later). You are on a network and have access to a file on a server - I would do a search there as well
Once the file is located: Need to add it back into yoru Outlook. These steps depend on what version of Oulook you are running.
Let me know if you find the .pst files. I will then provide assistance on how to point Outlook to them. Just need the Outlook version
