Is Windows Mail the samething as Outlook? I downloaded Windows Office
Publisher 2003, but I cannot find Outlook, is Outlook part of this program?
 
Not exactly. Windows Mail is the replacement of Outlook Express. Outlook
still lives in Office 2007, 2003, etc....

Publisher was a separate program just for making printing presentations.
Kind of a beginners graphics/basic webpage making tool.

Windows Mail is actually the Vista implementation of Outlook Express.
It will do email & newsgroups, but isn't as powerful as the Outlook
program..
 
Office is a collective name and consists of a grouping of different programs:
Word, Excel, Outlook, Publisher, powerpoint, Access.
Outlook is a much more substantial, and diverse, mail program than windows
