Microsoft has never fixed this problem, even in Outlook 2003. Some
users claim that it is caused by an add-in that won't close (Outlook
loads all add-ins when it starts and then unloads all add-ins before
it can close), but the outlook.exe hang has been observed under a
pristine install of Windows ME/2000/XP with only following an install
of MS Office (althought I have not ever installed a stand-alone copy
of Outlook). The same thing happens with MS Word, especially if you
use it as the e-mail editor to Outlook (i.e., you'll see a remnant
winword.exe process in Task Manager). The only recourse is to kill
it yourself when you notice flaky behavior.
There was a Shutdown utility that I once trialed for Outlook that was
supposed to forcibly kill outlook.exe but I quit using it (don't
recall the problem I had with it). I don't remember if it was the
add-in at

somplace else. There is mention of a shutdown add-in at
http://www.outlookcode.com/d/comaddins.htm (Sue Mosher's [MVP] site
who, I believe, also started
http://www.slipstick.com/). I don't
know what, if any, UI is provided by MicroEye's AddInMon utility
since it appears to be a developer's solution (i.e., you add the code
to your add-in that adds registry entries that MicroEye's
addinmon.exe will handle).
