Outlook XP attempting to send unauthorized emails

I have everything on my system updated and I run an anti-viral which is up
to date. Whenever I receive email from a certain spammer, who request a
receipt, Outlook sends an unauthorized email. In the tracking options, I
have "ask me before sending a response" enabled.

One possible solution would be a program like Mailwasher. It looks at
the incoming mail before Outlook gets to it and rejects the SPAM first. It
eliminates about 80% of my SPAM before I even see it (that is my choice, you
can configure it many ways) and let's me decide on those it is not sure of.
