Outlook won't start (Pls Help Experts..!)

Please help expert out there...

OS: WinXP SP1
Outlook : Outlook97
Each time when i try to start Outlook it show me following error after
a window showing "Please wait while Microsoft Outlook builds the outlook bar"..

AppName: outlook.exe AppVer: 8.4.0.5305 ModName: user32.dll
ModVer: 5.1.2600.1255 Offset: 0001d231

I've try to uninstall and reinstall back Ms.Office. but still the same.. Please help !
 
Locate the fav-file for your mail profile and rename it to .old. This will
reset the Outlook Bar (read; will delete the shortcuts). If this doesn't
work you can rename it back to .fav and continue with the steps below;

1) try running scanpst.exe on your Personal Folder

2) try renaming outcmd.dat to .old and restart Outlook. All the Toolbars
will reset then. This is quite a common problem with Outlook . The default
location for this file is:
C:\Documents and Settings\%username%\Local Settings\Application
Data\Microsoft\Outlook

3) try recreating the profile in Control Panel-> Mail-> button Show Profiles

4) try running Outlook with the /safe switch from your Start-> Run window.
When this works run Help-> Detect and Repair
5) try disabling individual add-ons in Tools-> Options-> tab Other-> button

Thanks for the help. still not able to open my outlook and showing the same error msg.
and i can't find the the Fav file.

and all the step provided still cannot solve. please help..!
1.) scanpst.exe show no error.
2.)I can't find outcmd.dat in my hard drive.
3.) i've deleted and recreate all profiles still same
4.) start Outlook /safe.. it show one or more parameter value are not valid.

Please help... Thanks
 
Make sure you include hidden and system files folders when searching. By
default the location is;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook

yes, i do include system and hidden files when searhing.
i even turn on show all hidden files at folder setting

i try to reinstall Outlook again yesterday. still not able to solve. any ideas what happen
