Outlook won't send/recieve

I have been trying to set up my school email (pop3) through outlook. I have
all the correct settings and followed the wizard for set up several times.
Each time the test account settings goes through and states that it is
successful, but the email does not come into my outlook inbox.
The send/receive button is also missing. Please help.
 
Try a new mail profile.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

If you mean go to "Tools: Email Accounts: Add new..." then I've already tried
that. It didn't work.

That's not what she meant. She means Control Panel>Mail>Show Profiles>Add.
 
I tried that and it DIDN'T work. I still can't get it to send/receive or add
the button .
