Outlook won't open fully

After uninstalling a troublesome program (Microsoft
Picture It 2000) on my Windows 98 SE machine, now when I
try to open Outlook (2000) the small window opens, but
then I get the hourglass for up to 1/2 hr. before the
program fully opens. During this time, everything else
seems to function ok. This machine is on a small network
with a server running Small Business Server 2003,
including Exchange. I have no reason to believe there's
anything wrong on the exchange side, since everything
worked perfectly before I uninstalled Picture It on the 98
machine.
Does anyone have any ideas for me on what to check for?
 
Reinstall Outlook to replace the files removed/changed by the un-install
of Picture It (which appears to be the root-cause).

I've already removed and reinstalled Outlook at least 3
times and it still behaves the same way. I thought sure
that would fix it but it didn't.
 
Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000
or XP, you will need to enable searching hidden and system folders.)

Once you have done so, reopen Outlook and it should open fine. You will
need to rebuild any custom toolbars or customizations as the file outcmd.dat
controls how the toolbars display. When it becomes corrupted, it will cause
Outlook to hang because it cannot create the toolbars that you expect.
