Outlook is part of Office. You can uninstall it using add/remove programs,
selecting Office, and modifying....

Outlook Express is not part of Office, it's part of IE & Windows. You really
can't uninstall it, nor should you.

What is it you're trying to accomplish, ultimately?

If you are having a problem with Outlook, choose Detect &
Repair from the Help drop down menu.

No, it isn't there. What problems are you having with OE?
Note that this is an Outlook newsgroup, not one for Outlook Express....

You will probably get a faster and more expert answer if you post this to an
Outlook Express news group.

Try posting in one of these newsgroups:
microsoft.public.windows.inetexplorer.ie5.outlookexpress for OE 5.x
microsoft.public.windows.inetexplorer.ie55.outlookexpress for OE 5.5x
microsoft.public.windows.inetexplorer.ie6_outlookexpress for OE 6.x
