I have Outlook 2007 sp1 running on a Vista sp1 system that will only close
when the task is ended in the task manager. What would be causing this and
what is the solution?

Outlook is still functional you can still send emails, add contacts, etc it
just will not understand the shutdown or close commands.

Do you mean the GUI of OL shuts down but outlook.exe is still a running
process?
If so this is usually caused by an OL addin / com or such, eg sync tool,
fax, AV etc

See my post "After SP1 applied, new users cannot close Outlook [...]"
Sheena, did you launch Outlook on same machine with same account BEFORE SP1
was applied?

For me to fix the problem I created a new outlook pst file. The
problematic file showed as a 2003 or older for some reason even tho it
originated from a 2k7 outlook. I removed the old pst file and imported
them into my new 2007 pst file. From then on i've been able to close
outlook.
