Outlook Sync with Exch2003

HI

We have recently implemented an exchange 2003 environment. the last few days, some ppl have complained about error messages when syncronising the Outlook profiles, to work offline, using the F9 key.
the error below appears
Task 'Microsoft Exchange Server' reported error (0x8004010F) : 'The operation failed. An object could not be found.

According to microsoft help and some other sources, this points to the offline addressbook, but I cannot pinpoint it from there
is there anyone that can help with this. I have simulated this error on my own machine as well

Is there a message in the Sync Issues folder that shows exactly where the
synchronization is failing? The reason that I ask is that if shows the
offline address book, you might just have to manually generate one since a
default install of Exchange 2003 will only build this book once a day at
4am. Other thing that might have to be considered is what is recently
implemented? (new install never had exchange before or did the site recently
migrate from an earlier version and power down the old server?)

Sorry for being unclear
We did a new installation, but were running 5.5 prevoiusly. All users and mailboxes were created from scratch, and mail were exported and imported into the new systems useing MailMerge
There is no messages in the sync folders. Also, this only happens when I press F9, or when oulook syncs automatically, but when shutting down outlook, no error is displayed. I can dupliacate this exact situation on muliple machines as well. I have only yesterday created an offline address list in exchange, but this problem only started Monday. Our exchange has been running since January.
Is there any specific place to configure the offline addressbook in Outlook?
