When deleting an email or items in a folder there should be a means of
turning off the verification prompt. There should also be the possibility of
a permanent delete without verification. Since I receive a lot of spam even
with two layers of filtering this would speed up my life considerably.

I know EXACTLY what you mean.

In Outlook, under Tools:Options, select the Other tab and click on the
Advanced Options... button. There's a check box for "Warn before permanently
deleting items. By default, this box is checked. Un-checking this box turns
off the verification prompt.
